Prakhar, the first plan is too too too hectic and you should not under take it. Second plan, I will say again very hectic and also you should avoid stay at Sarchu and add a day of rest in Leh to make it 10 days else you may suffer from AMS. You should do Manali to Jispa and Jispa to Leh. Sarchu night sleep may cause AMS issues.

Regarding permit thing, you should be able to get the permit for your car on the day itself a day before online.

I will go with Itinerary 2 here. First one is still hectic and not recommended. Plan Spiti and Kinnaur Valley with some dedicated 9-10 days at hand some other time.
