Hi there, thanks for the tips you provided in this site, I come across them as I’m researching for my trip next month to Spiti, around February 15th for 10-13 days. I realised the only available route is through Shimla, and there are homestay options in Spiti provided and organised by local institutions. However as a solo traveller what is the options for transport? As I’m not sure if renting a car and driving myself is particularly a good idea, what is other options? Are there any sort of services available on spot during that time? (It is also the Tibetan new year btw) or do I have to make arrangement priorly, if so is there any recommendation? Also, I came across the information that as a Chinese citizen, I’m not eligible for the inner line permit, rather I need to gain a special permit from office in Delhi, would you possibly confirm if it is true and the possible duration for this process? Thanks so much in advance.

Yes, this is true that you need a special permits from MEA/MHA in New Delhi. I will suggest first you apply for it before making the plan because I doubt that within just one month you will be able to get the permit.
