There is a road that connects Manali to Naggar and then to Kasol and Manikaran. Even doing that road, you will have to come over to the turn at Kullu only where left will go towards Kasol and straight will get you on the main Delhi Manali Highway. After crossing the tunnel, you need to leave the Delhi - Manali Highway and turn left towards Tirthan Valley. I hope this helps. Please let me know incase you have any doubt or queries.
